There is a significant amount of regulatory reform currently underway. The AFAP is contributing to this reform and consultation on your behalf.

Part 121 TWG (Commercial Air Transport Operations - Aeroplanes)


This CASR Part applies to operations of large fixed wing aircraft in air transport operations. In late June, our representatives participated in the TWG and provided much input. Unfortunately there was insufficient time allocated to reviewing both the 121 Part and the MOS and only the Part was reviewed at the TWG. Regrettably, CASA has proceeded to the public consultation phase without having first reviewed the MOS. That will come later though. AFAP has joined with AIPA and provided an AusALPA submission to the public consultation the 121 Part. Some of the content included in the submission covers:

  • Strict Liability vs a systems approach to regulation
  • IFR and VFR Operations within Part 121
  • Qualifications of Pilots – Ratings and Endorsements
  • Qualifications of Pilots - NTS/HF
  • Cosmic radiation limits
  • First aid kit guidance
  • Cabin Crew Ratios, Numbers and Ambiguous Terms
  • Suitability of Aerodromes - VASIS and Aircraft Engine Types
  • Aerodromes to facilities provision so to actually be an Adequate Alternate 
  • Apron Lighting for RPT
  • Fuel requirements and flight planning
  • Various definitions
  • Readability of the Documents

Part 135 TWG (Air Transport Operations - Small Aeroplanes)


This CASR Part applies to the operation of an aeroplane for an air transport operation if the aeroplane has a maximum operational passenger seat configuration of not more than 9; and a maximum take-off weight of not more than 8 618 kg. The AFAP wasn’t invited to participate in this TWG however we have provided a submission to the public consultation for Part 135. Some of the content included in the submission covers:

  • Qualifications of Pilots - NTS/HF
  • Qualifications of Pilots – Ratings and Endorsements
  • Cosmic radiation limits
  • First aid kit guidance

Part 133 TWG (Air Transport Operations - Rotorcraft)

This CASR Part applies to rotorcraft in air transport operations. The AFAP participated in this TWG and we have also provided a submission to the public consultation for Part 133.
