CASA – AFAP Members Update

The Saga Continues – CASA Consultation on Workplace Flexibility Agreement Policy & Other Matters

The AFAP provides members with an update regarding various consultation issues in CASA, and matters concerning AFAP members’ conditions as per the CASA Enterprise Agreement 2023-2026 (the Agreement).

The AFAP, CASA unions, and many of the employee representatives Workplace Relations Group (WRG) members have remained unimpressed with the conduct of consultation.

Flexible Working Arrangements – Consultation Extended

The AFAP want to make all AFAP members in CASA aware the unions and WRG fought to continue the consultation on the Workplace Flexibility Agreements (WFAs) policy documents – the consultation on WFAs policy has been extended until Friday, 1 August 2025.

The AFAP and reps attended an extraordinary WRG meeting on Tuesday 15 July 2025 to discuss the FWAs policy. This supports 80% of the CASA workforce and it important to all stakeholders. Fortunately, there was a reasonable and focused approach on finding a way forward by the unions and the WRG employee representatives. Although CASA’s habitual position to be defensive, the sensible suggestion to extend the consultation, work together to address concerns, and look to narrow issues, eventually prevailed (after CASA took the request on notice).

The AFAP view sensible approaches may assist to the narrow the concerns we raised in correspondence on 3 July 2025 (see previous AFAP update).

AFAP Member Feedback on FWAs – via CASA and/or the AFAP?

The AFAP received an update (as part of WRG) today (Fri 18 July 2025) confirming the extension, and also as per the CASA email update on feedback below (links included). 

  • The method for providing feedback is via the Directive Collaboration Space and the Manual Collaboration Space in in the CASA Document Catalogue, where feedback can be submitted directly within the directive and manual. For WRG members who are CASA employees, please provide your feedback via the collaboration space by COB Friday, 1 August 2025. 

AFAP members may provide feedback via the AFAP (email below) to be summarised in our response(s), or a further response to CASA on the FWAs policy documents.

It is up to you, but you may choose to provide feedback in the CASA collaboration space, as per the links above and we support members having a say. However, please let the AFAP know what your feedback has been so we can monitor progress and outcomes of these discussions.

Pending members feedback, the AFAP will also outline the objectives in the NES and structure that provides for positive weighting in approval of FWAs in our response over the next couple weeks.

CASA Response to AFAP on FWAs Policy

The AFAP via regular catchups with CASA People and Culture Director (meeting on Thursday 17 July 2025), have been informed that within the next week we will get the overdue written response to the AFAP letter dated 3 July 2025. This is important if we are consulting on the same policy for this extended period.

The AFAP will update members as soon as possible on the CASA response during this extended consultation period.

AFAP Correspondence to CEO on the CASA Agreement

The AFAP correspondence sent on 8 July 2025 outlining a range of issues concerning consultation and the Agreement, will hopefully assist to see progress in CASA regarding undertakings to support technical employees.

The AFAP agreed with CASA that getting the FWAs process back on track as priority (noting the update above).

The AFAP has agreed to an extension for CASA to respond to these matters by close of business on 30 July 2025.

More updates to come in due course, but a recap of the issues raised in the 8 July 2025 letter included.

  • CASA not advancing the Agreement undertaking for workforce planning methodology (Clause 77.1 of the Agreement) to be undertaken in collaboration with employees and unions (including meeting ICAO standards).
  • CASA not advancing the undertaking and review of work level standards, including updates to the FO2 & FO3 levels (clause 77.2 of the Agreement).
  • Providing all relative materials for consultation on position descriptions (including the previous position descriptions being rescinded).
  • Reviewing the new/changed position description(s) against an outdated work level standard (required to be updated as the undertaking above).
  • Poor consultation practices and limited communication regarding the proposed Flying Qualifications Training Manual and policies on the FWAs.

Conduct of Consultation

Please continue to email and raise matters with the AFAP regarding consultation on policies, position descriptions, and other matters. We will raise with other CASA unions also.

The AFAP are seeking CASA to take a sensible approach to re-open consultation and discussion on any items not consulted on appropriately (including the Position Descriptions).

Concerns of the updated positions descriptions, the impact of generic position description(s) may result in a negative impact on the technical workforce and achieving the workforce development to the standards expected of the regulator.

Noting CASA claim to have made undertaking to not demote/reduce remuneration of any existing employee, it is unclear on the application of changes to explanatory documents for those seeking progression or new entrant technical employee.
