CASA BARGAINING UPDATE
CASA has requested to postpone bargaining meetings while they review details of claims from the joint technical unions. The next meeting between CASA and the bargaining reps will therefore occur on 12 October 2023.
The AFAP will continue to discuss bargaining claims with the other technical unions, Professional Australia and Australian Licenced Aircraft Engineers Association (ALAEA).
AFAP CASA PIA UPDATE – COMMENCE FROM FRIDAY 29 SEPT 2023
As per the AFAP Briefing sent to members on Monday 25 September 2023 further guidance is attached.
The AFAP has provided CASA with the required notice for members to commence the Protected Industrial Action (PIA) from Friday 29 September 2023 (see further details below).
In addition to the notified actions (below) the technical union group, Professional Australia and Australian Licenced Aircraft Engineers Association (ALAEA) will be seeking further feedback from CASA technical union members on next steps, including union members views on additional actions, including stop work actions to further progress bargaining outcomes.
PIA NOTICE SUMMARY
1. Commencing from 8:00am Friday 29 September 2023 until further notice, employees will only attend on-line meetings when their virtual meeting background includes statements in support of the AFAP enterprise agreement campaign.

2. Commencing from 8:00am (AEST) Friday 29 September 2023 until further notice, a ban is placed on the use of the desk booking system operated in the Brisbane CASA office.

3. Commencing from 8:00am (AEST) Friday 29 September 2023 until further notice, employees attending the Brisbane CASA office will retain unlimited personal items in and on work desks, including after business office hours.

4. Subject to the exemption set out below item 6, commencing from 8:30am Friday 29 September 2023 and continuing until further notice, there will be a ban on working 'additional hours' beyond the employee's minimal hours (the employee's minimal hours will vary according to whether they are full time or part time and any arrangements they have negotiated with CASA).
Work to rule to usual work hours. Please be mindful of exemption below regarding emergencies and contact the AFAP for guidance.
5. Subject to the exemption set out below item 6, there will be a ban on undertaking travel for work purposes outside of the core working hours of 9.30 am to 12.00 noon and 2.00 pm to 4.00 pm, Monday to Friday commencing on 8:30am Friday 29 September 2023 and continuing until further notice.

6. Subject to the exemption set out below item 6, commencing from 8:30am (local time according to the employee’s work location) Friday 29 September 2023 until further notice, there is a ban on working overtime as ‘overtime’ is defined in clause 33.1.3 of the Agreement.

During any period of industrial action, employees may be required to urgently perform work that if not performed imminently, would create a serious and imminent threat to human life or a serious and imminent risk of personal injury (hereinafter "Emergency Work"). In such a case employees required to carry out Emergency Work will suspend any stoppage or partial work ban in circumstances where it is necessary to perform Emergency Work and where the employee is directed to perform Emergency Work by a Group Manager, or above, or provided with a written direction to perform the Emergency Work by the CEO.
If emergency matters are raised by CASA, please inform the AFAP PIA contact as soon as practical.
